"EU Sanctions Implementation and Enforcement: Legal and Policy Recommendations"

This report, carried out by the University of Luxembourganalyses and compares existing anti-corruption sanctions frameworks, as a reference for the proposal by the High Representative of the Union for Foreign Affairs and Security Policy to introduce a new EU sanctions regime to combat serious acts of corruption worldwide. After a brief introduction to the anti-corruption package presented by the European Commission in May 2023, the report focuses on:

🔹 In-depth examination of anti-corruption sanctions laws and practices across different jurisdictions.
🔹 Description of the existing EU sanctions implementation and enforcement framework.

🔹 Identification of common practices used to evade EU sanctions.
🔹 Policy reccomandations to enhance the effectiveness of EU restrictive measures and recommendations for a proposed new EU sanctions regime targeting significant corruption.

A detailed report on recurrent sanctions evasion schemes will be published on this website in March 2025.
